Source registry & onboarding

Every source moves through candidate → source review → staging → quality checked → verified public. Only official, state/local agency, verified research and verified non-profit sources can ever become eligible for quantitative map layers, and only after all eleven validation checks and a manual methods review are recorded. Community and journalistic material stays in a separate context area, is never a health-outcome layer, and is never used for rates, rankings, correlations or cluster scores.
